The principle of being open is central to charitable organisations. In practice, however, this transparency is not always guaranteed.

The aim of this study was to identify differences between the legal concept of openness and the reality in Russia. For this, 209 youth organisations in Krasnoyarsk and Moscow were investigated. The result: around half of the publicly registered and funded youth organisations in Moscow and Krasnoyarsk are “fictitious” and do not fulfil their statutory duties.

This report is part of the research project on Youth in Russia that SA4D carried out from 2005–2008 in cooperation with the Moscow School of Social and Economic Sciences.
